He says he will book ticket for me and then give me the account information.
Then he sends the invoice to my paypal and I paid for that so paypal holds the money.
Does it mean it should be his turn to book the flight and then I confirm so he get the money?
Well it doesn't mean that because he says he will only book for me after I confirm. Then i confirm. He says he will only book for me after he gets the exactly money. However, since he is "new" to paypal, paypal can only release the money after 21 days. At this time, he says let's use escrow. Then he refund me 510 as I paid 610 to him. I don't know what that mean. Well, then he send me another escrow invoice with the inspection 3 days. I paid this one too. But he still does not want to book for me and send another one which means he wants me to pay it again... I find this is a scammer finally.
I am asking the refund now and I lose 25 dollars escrow fees. Not a big amount but really makes me sad.

This guy is a complete liar. He made a deal with me and then refused to honor HIS OWN PROPOSAL
EACH STEP HE TOOK HE TRIED TO SCAM ME!!! FIRST HE SAYS HE WILL PAY 1/3 UPFRONT, THEN CHANGES HIS MIND AND TRIES TO SHAME ME UNTO BUYING A 90000
